All of the sites except for the one we got appear to be permanent residents. There is a nice grassy common area, the site was level and the park is very quiet. Cell service is 2-3 bars on Verizon and the WiFi comes and goes. Fine for a stop over or if you need a place to stay while exploring the area but it is in a residential neighborhood near town and the park itself is not a destination.

Couple of miles off Hwy 97 so it's quiet but still good access for the Bend OR area. Friendly owners and the campground is well cared for. Some sites are shady some less so. Easy access for us, could be tight for big rigs. Follow directions on campground website or your GPS will take you down a fair stretch of dirt road. Much less dirt road with website directions. We were very comfortable and relaxed here and the Wi Fi was pretty good.
